PROCESS AND PROCEDURAL RULES

Process

PTAC, with financial and technical support from industry, and government intends to utilize the following process to launch this project to meet the needs outlined in the Request for Proposal (RFP):

  1. PTAC will issue the RFP to potential supporters and project performers by
    July 27, 2006.
     
  2. Interested performers will submit up to a 5-page proposal, accompanied by an Expression of Interest form, to PTAC no later than August 31, 2006 for review by the Project Steering Committee (PSC).
     
  3. PTAC will determine which organizations will consider provision of support and which organizations have submitted preliminary proposals by September 1, 2006. This will be based on the Expression of Interest forms and preliminary proposals that are received.
     
  4. The PSC will review and screen preliminary proposals by September 15, 2006. We encourage potential performers that can meet a portion of the need outlined in the RFP to make integrated proposals with appropriate co-suppliers. Potential supporters of this project will decide at the conclusion of the preliminary review which performers will make formal presentations.
     
  5. A formal presentation meeting will be scheduled by September 20, 2006, where selected potential performers will give a brief presentation outlining their proposal to the PSC followed by a 2-way exchange of questions and dialogue. This may result in amendments to the scope of work.
     
  6. Selection of the successful performer will follow shortly after the formal presentation meeting.
     
  7. Finalization of project work scope is expected in September 2006.
     
  8. Finalization of financial commitments/project launch is expected to occur no later than October 2006.
     
  9. Once funding is in place and the contract is awarded then periodic meetings will be held as required between the performer and the PSC.
     
  10. The project results and report will be presented to the PSC for review, upgrades or clarifications as required, as well as for final acceptance.
     
  11. The final report and related presentation will be made by the project performer at a PTAC facilitated information session with a question and answer period following. Anyone interested in the work is able to attend this presentation.

This process will be governed by the draft Procedural Rules outlined below:

Procedural Rules
  1. PTAC will not screen, evaluate or make decisions on what will proceed. The project funders and members of the PTAC CO2 EHR Steering Committee (SC) will comprise the project steering committee (PSC) and make such decisions. Any members of the PTAC CO2 EHR Steering Committee (SC) who do not wish to participate on the PSC have that option and will not be identified with the project report. The lowest or any bid will not necessarily be selected at the decision of the PSC.
     
  2. PSC decisions will be made by consensus.
     
  3. The PSC will likely be comprised of virtually all types of organizations involved in the project scope of work including industrial CO2 emission, capture, processing, compression, transportation, injection for EHR and related technical expertise or services. It is likely that some members of the PSC may wish to provide information or deliver a portion of the scope of work requested in the RFP. Consequently PTAC will allow those members of the PSC to do this, provided there is a suitable consensus decision of the PSC. The PSC retains the option to set whatever terms and conditions they feel are necessary in the selection of the contractor (s) and those providing information for this work.
     
  4. At the conclusion of this project, it is critical that all PSC members support and approve of the final report contents.
     
  5. PTAC intends to charge a facilitation fee of 20% of the total project cost to cover their expenses for facilitation of this RFP and project.
