Expression of Interest Form
REQUEST FOR PROPOSAL (RFP) RATC-0702
PTAC Petroleum Technology Alliance Canada invites you to respond to the subject RFP as either a project supporter or project supplier by submitting an Expression of Interest (EOI) form to PTAC. If you believe that this work could be of value to your organization, please return your EOI form no later than April 6, 2007. In addition to the EOI, potential project suppliers are also requested to submit a preliminary proposal not to exceed 5 pages, preferably in electronic PDF format. PTAC encourages potential project suppliers that can meet a portion of the need outlined in this RFP to make integrated proposals with appropriate co-suppliers. This RFP has been formulated with input from the PTAC facilitated Resource Access Technology Committee (RATC) and is a priority for the Western Canadian upstream oil and gas industry. PTAC believes that a collaborative approach on this project will be of broad benefit to industry and government and will improve both accessibility and sustainability of oil and gas operations. In addition, the project participants will be in the best position to take immediate advantage of the results of this initiative through implementation in their respective developments and operations related technology.
PTAC Petroleum Technology Alliance Canada is an association that facilitates innovation, collaborative research, and technology development, demonstration and deployment for a responsible Western Canadian upstream hydrocarbon energy industry. PTAC's objective is to improve the industry's financial, environmental and safety performance through the application of new technology and research. PTAC launched the RATC in 2006 to improve industry access to the resource base and reduce adverse impacts through facilitation of new technology development and demonstration projects. More information on the RATC, including the Terms of Reference is available at http://www.ptac.org/techreac.html.
Background
The ongoing expansion and pace of resource development continues to present challenges to the oil and gas industry as it encroaches on existing land use, particularly agriculture. In many cases landowners oppose new development including shallow gas, coal bed methane, and some oil production that require intensive drilling programs to be economical. This economy of scale is facilitated through reduced spacing requirements and increased surface infrastructure. These often disrupt efficient farming and irrigation practices in use by landowners creating resentment and opposition. Therefore, it may be possible to reduce the impact on surface activities practiced by the landowners by installing much of the oil and gas facilities and associated infrastructure just below grade.
Effective below ground production operations will benefit landowners by reducing the visibility of oil and gas facilities and allowing unimpeded access to the surface for efficient farming and irrigation practices, etc. The benefit to industry will be improved relations with landowners, easier access to resources, potential savings in lease payments, and reduction in maintenance for and due to freezing conditions, etc.
Purpose
The purpose of this RFP is to initiate a project that will identify all technical, stakeholder, regulatory, and safety issues that might be associated with below grade production operations. In addition the project will then outline all resource access related technology options available or in development, including procedures that could be undertaken by oil and gas operators to initiate, construct, and operate below grade production operations. The project would identify costs (both operating and capital), strengths, weaknesses, potential benefits, limitations, and suppliers of the technologies and could form the basis for field trials (for technologies previously not tested nor proven) and regulatory decision making in this area. The project would integrate and build upon, but not duplicate, previously published or ongoing work (eg: Suffield, AB, Wild Goose, CA, USA, and in-ground coal gas, SP, EU). In addition, it is possible there may be additional information that becomes available to the potential performer in July 2007 through the completion of the PTAC RFP RATC-0702.
Requirements for Proposals
Potential project suppliers should be technology experts with related experience in the oil and gas industry. Their proposals should include but not be limited to:
- Their recommended approach to addressing the scope of work; with a multi-phase approach. Subsequent Phases would address the gaps.
- An identification and review of technologies that are available or in development, what work has been done on below ground production operations, how up to date is that work and what gaps need to be filled.
- An identification and review of all regulatory requirements, industry recommended practices, codes, and standards, that would apply to below ground production operations.
- Project deliverables, milestones, schedules, costs, project start and completion dates.
Scope of Work and Deliverables
A primary deliverable will be a user manual on "Below Grade Production Operations" that provides oil and gas operators with a blueprint on this subject including specialized equipment and technology suppliers.
- Applicability of technologies and methodologies relevant to below-grade deployment with a gap analysis
- Identification of costs (both operating and capital), strengths, weaknesses, limitations and sources of the technologies.
- Identification of relevant engineering standards and codes, and regulatory issues requirements.
- Provision of references to all other relevant studies, roadmaps and projects including weblinks and contact information. If other relevant information is not available online, every effort will be made to make it available.
- Identification of maintenance requirements for below-grade installations.
- Identification of environmental and safety considerations for below-grade installations.
- There should be no duplication with other relevant studies, roadmaps and projects.
- This document should be web-based capable, user-friendly, and searchable online.
- Recommendations for maintenance of the database to ensure it remains relevant and up-to-date.
Process
PTAC, with financial and technical support from industry and government, intends to utilize the following process to launch this project:
- The invitation period will close on April 6, 2007. All EOIs and preliminary proposals must be received by this time.
- A Project Committee (PC), composed of project supporters as indicated on the EOIs, will review and screen preliminary proposals by April 20, 2007 and decide which suppliers will make formal presentations.
- A formal presentation meeting will be scheduled by April 27, 2007. All suppliers selected to present will be expected to attend this meeting.
- The successful supplier will be selected by the PC no later than May 4, 2007.
- Finalization of financial commitments/project launch is expected to occur no later than May 18, 2007. A project kickoff meeting may be scheduled shortly therafter to confirm and finalize project work scope. Interim meetings will be held between the successful project supplier and the PC, as required.
- The final completion date of the project and all deliverables is anticipated to be November 30, 2007.
Project proposals will be kept confidential to the PC for the duration of the competition. Project results will be widely publicized to industry, government and academia with facilitation provided by PTAC. PTAC will not screen, evaluate or influence the selection of potential suppliers. The PC will make such decisions.
